Our Mission

  • To serve the people of Point Richmond in a non-partisan, non-commercial manner and to work cooperatively with local, state and federal governments.
  • To help residents determine the important needs and problems of their neighborhood by providing a place where ideas and information can be exchanged, problems studied, and actions planned.
  • To promote a spirit of enhanced community.

Our By-Laws

ARTICLE I -NAME
Section 1. The name of this organiztion shall be the Point Richmond Neighborhood Council.

ARTICLE II - BOUNDARIES
Section 1. The boundary of the area served by the Point Richmond Neighborhood Council starts at the Public Boat Ramp on Cutting Boulevard, extends west along the north side of Santa Fe Channel to the dock at Terminal 3,  including The Red Oak Victory, then north past Shipyard 3, the boat and tug anchorage, Sandpiper Spit, Brickyard Landing, Brickyard Cove, the Richmond Yacht Club and Ferry Point Park, east along the Miller-Knox shoreline including Keller Beach, and north along the Point Richmond shoreline to the Chevron property line.  The boundary follows the Chevron property line east to I-580, then south along I-580 to Canal Boulevard, then west on Canal to Cutting Boulevard and then south along Cutting to the Public Boat Ramp.  Also included within the PRNC are 1) the City-owned Point San Pablo and 2) The Point San Pablo Yacht Harbor.  All of the people and properties within those boundaries make up the Point Richmond neighborhood.  

ARTICLE III - PURPOSE
Secion 1. The purpose of this Council shall be to serve the people in their neighborhood and community, on a non-partisan, non-commerical basis as follows:

  1. To help residents determine the important needs and problems of the neighborhood and community by providing a place where ideas and information can be exchanged, proplems studied, and action planned.
  2. To promote a spirite of cooperation, mutual respect and goodwill among all the residents of the neighborhood.
  3. To maintain and improve the physical and cultural standarda and facilities of the neighborhood.
  4. To sponsor, alone or with other organizations, programs of education on subjects of significant interest to the entire coommunity.
  5. To interest citizens in an understanding of the whole community and to develop a willingness to participate as leaders or in sharing responsibilities.
  6. To provide the machinery through which people of the area can speak out in its behalf, and be heard beyond its boundaries in calling attention to neighborhood problems.
  7. To serve as a channel through which plans and projects of area-wide public and voluntary bodies can be understood and supported by or adapted to the neighborhood.
